New Grant / Project: Evaluation of the implementation of proximity management and variation of effects in the context of reform within the Quebec healthcare system

A new lease of life to rethink local healthcare management 🏥


A team of experts in healthcare governance and management is mobilizing to actively rethink proximity models and meet the challenges of Quebec's healthcare system. Through this innovative work, the research aims to create adaptive solutions that meet local needs while ensuring consistency with provincial guidelines.


The team, led by Lara Maillet, PhD - principal researcher and holder of the SA3S Chair in Adaptive Health and Social Services - LabRIS - has been awarded $512,552 in funding. This support will enable further research into the implementation of proximity management and the variation of effects in the context of reform within the healthcare system.


An innovative project for adapted governance 🔍🤝


Entitled “Évaluation de l'implantation de la gestion de proximité et de la variation des effets en contexte de réforme au sein du système de santé québécois”, this project explores the evolution of territorial governance in the face of tensions between provincial directives and local needs. Based on the management of interdependencies and the principle of subsidiarity, it aims to establish close collaboration between CISSS/CIUSSS and ministerial authorities to offer governance tailored to each territory, while guaranteeing provincial consistency.


The aim of this research is to study the process of implementing proximity management in a context of reform. The aim will be to measure the effects on the organization of services, the use of resources and coordination between local and provincial authorities, in order to promote optimal adaptation of policies to local realities.


This proposal represents an opportunity to understand, close to the action, how the healthcare system is reinventing itself in the face of current challenges. By focusing on collaboration and co-construction, this project aims to establish agile territorial governance, capable of reconciling regional autonomy and provincial coherence. Recent developments, such as the establishment of Santé Québec via Bill 15 and the orientations of the Plan Dubé (2022), are a perfect illustration of the need to adopt a systemic approach to rethink the management of interdependencies and collectively improve our responses to tomorrow's challenges.
